Canada has secured the formal commitment of eight allied countries: Albania, Belgium, Greece, Latvia, Luxembourg, Romania, Türkiye, and Ukraine, to support the establishment of the Canada-led Defence, Security and Resilience Bank (DSRB). Announced by Canadian Prime Minister Mark Carney at the 2026 NATO Summit in Ankara, Türkiye, this new multilateral financial institution aims to mobilize private capital and provide long-term, low-cost financing to expand defense production and strengthen supply chains.
Following negotiations in Montréal where Canada was selected to host the bank’s future headquarters, the participating nations will now shape the initial policies of the DSRB. Partner countries are invited to complete their domestic treaty processes with the goal of making the bank fully operational in 2027.
